High-speed vent and vacuum relief valves are designed to protect ship systems, including cargo tanks, from gas/vapor pressure or vacuum exceeding the design parameters of the system/tank.
In addition, these valves are designed to prevent flames from entering the cargo tanks of oil tankers and to mitigate excessive overpressure and vacuum conditions in cargo tanks during cargo loading, unloading, ballasting, and thermal fluctuations.

Ventilation devices shall be designed so that the pressure or vacuum in the cargo tank does not exceed the design variables and shall be capable of providing the following.
In all cases, the flow of small amounts of steam, air, or inert gas mixtures generated by thermal changes in the cargo tank through pressure/vacuum valves
During cargo loading, ballasting, and cargo handling operations, the passage of large quantities of vapor, air, or inert gas mixtures.
In the event of failure of the measures specified in Section 1.2.2, an auxiliary means to prevent the complete escape of vapor, air, or inert gas mixtures, thereby preventing overpressure or underpressure. Alternatively, a monitoring system may be installed in the cargo control room of the vessel or at the location where cargo operations are typically conducted, with pressure sensors installed in each tank protected by the devices required under Section 1.2.2. Additionally, such monitoring devices must be equipped with an alarm system activated by overpressure and underpressure detection devices within the tanks.
